What you should take note of when renovating your HDB
You cannot just wake up one day and decide to renovate your HDB. There are few things you need to consider in order to ensure the whole process is a success. Some of the considerations to make are:
1. Permit to renovate
You need to have permission from the Housing Development Board (HDB). This is the body that manages housing in Singapore. In order to get this permit, your contractor will have to apply for it on your behalf. However, not all renovations will require a permit. Some of the exempted renovations include: extending the kitchen and replacing door frames.
2. Notice that renovation is taking place
After the permit has been acquired, the contractor will then have to put up a notice until the renovation exercise is completed. Additionally, the contractor will have to inform the neighbors about the exercise. Usually, it is recommended that the notice is given neighbors living a minimum of 2 flats surrounding your HDB. Most importantly, the notice should be given 3 days before the work begins.
3. The contract is private
The HDB owner is responsible for any undertakings in their HDB. Not only are you responsible for your HDB but also the company you have hired. Therefore, it is upon you to ensure that the renovations are being done in accordance with the governing board’s requirements. Any disputes between you and the company should be settled amongst yourselves. Failure to that, small claims tribunal may be asked to assist and in some ugly instances, legal action may be sought.
4. Schedule of the renovation
Generally, renovations can only be done from 8:00 Am to 6:00 Pm. However, renovations that will involve processes such as: drilling, demolishing walls or cutting tiles can only be done from 9:00Am to 5:00Pm only on weekdays. It is an offence to perform such tasks during weekends or public holidays. It is also important to remember that noisy renovations cannot be performed from 10:30 Pm to 7:Am. This is aimed at ensuring neighbors are not disrupted. If there is any change of plans, ensure you put the neighbors on notice.
5. Tools to be used
When it comes to demolishing walls or removal of floors, the company is only allowed to use a handheld tool that has been approved by the board. This type of work should be completed within 3 consecutive days.
6. Completion of the renovation exercise
You are given a duration of 1-3 months from the date the permit was issued to complete the renovation exercise. This applies to already existing and new HDBs. Once the job is done remember to inform the governing body.
7. Violation of rules
As it is common knowledge, no one breaks the law and walks scot free. The same case applies to laws governing renovation. If you are found guilty of violating the set rules, you will be charged a fine not exceeding $5000. It is important to do what is right to stay safe.
